There pretty much the same but I think Herc was referring to blindly following orders by a "superior", he's always had a problem taking orders from those he seems as inferior to Gods. While Thor is much more willing to follow commands from say Cap or Odin. He can be just as stubborn and self righteous with a superiority complex but he's more level headed than Herc.
