I think Pak's explanation fits with what came before. Each god rules their own realm, but they do all access the same pool of dead people. A person's beliefs determine which death realm they end up in, but to some of those who do have unfinished business they can get a chance to resurrect. Due to Hercules' presence Pluto is one of the most well-known death gods. And if you think of the problems the other death gods have had of late than his power could easily have increased. Since many people know of him they could on in a sense belief in him and end up in his realm.

It's been stated in handbooks and such that death gods and demons have a pact with Death to allow them to collect souls. Pretty much Death just wants people to die and stay dead and does not particularly care who rules the dead.
