Maybe, but how do you explain gods of magic? They gained power over time from great magic skill and worship. At least for the most part.

Divinity is a kind of magic but magic is not divinity, sort of thing.

    As someone else on this forum succinctly put it, magic is like cheat codes to the universe. Taking that analogy further, a god can be seen as a system hack and therefore is a complete circumvention of the predefined systems and processes, ie, reality warping. If we're referencing Lee and Kirby, then we can see ample example of that as Odin, who held the power of Asgard, performed massive reality warping.

I always think it is odd to call many of the gods divine. As most of them are really not that godly when you consider they are just amped humans.

"amped humans" aren't gods. They're just humans with super powers.
