I disagree.  To me this is sort of like a prayer.  Just as Thor can hear the prayers of his faithful he should have some ability to grant prayer requests long distance without having to always be there in person.  We saw Doctor Voodoo invoke the Loa for specific abilities related to their function.  If Dr. Strange wishes to invoke the "Lighting of Thor" as a spell I could see him doing so.  It should be limited to Thor's sphere of influence.  Thor's ability to process such requests without being distracted from what he is doing is part of the mystery of the divine and what sets him apart from superpowered mortals.
