That's Norse myth Thor, not Marvel Thor. Under JMS and Gillen we've had a more reserved Thor, one who chose his words carefully and the ramifications of his actions. If Fraction had done a transition to a more brutish Thor, I'd be okay with that, but it was like he flipped a switch.
And Fraction still can't decide if he wants a brutish Thor or a poet, as you say. For example, while fighting the Silver Surfer, Thor flips from pedestrian phrases like "I'll kill you for that Surfer" with "-endles bloviating bores me to tears-". If Thor is going to speak in a more pedestrian tongue, then don't try and shove words like "bloviating" in there. It sounds like Fraction learned a new word and wanted to show it off so he shoe-horned it in (I'm sure that's not the actual case, but that's how it comes off to me).
It's not just Thor's dialogue that is bad, the dialogue in general has been poor; I cringed at some of the things the Silver Surfer said during that fight too.

I've maintained quite publicly that Journey Into Mystery is one of the best books Marvel puts out, but that has nothing to do with Fraction. That is all Kieron Gillen, and I think it's more a case of Gillen making lemonade with Fraction's lemons.

But that's just it, if you are going to write an ongoing title, and one of the premier characters of the company, you can't just ignore continuity. In a mini-series like Fraction's Ages of Thunder you can play a little looser, but not in the main continuity. I'm not saying Fraction needs to go back to the Stan and Jack days, but he basically has ignored what JMS and Gillen did before him, and that's too recent to just ignore. Otherwise why are we reading serialized fiction?

I'm not sure how that's a positive for Fraction...if the negatives are that apparent it's not a good thing.

I like your optimism, but I doubt we'll see Odin and Galactus again for quite awhile, it's not a bout that you see (nor should you see) on a regular basis.
