    I also agree that Thor is second to Odin in power. Thor is Class 100 strength normally and Class 100+ with his belt or warrior madness (which makes him stronger than Odin physically). Powers revolving around anything not strength, Odin surpasses Thor, hence Thor's being second.

It's down to personal taste about the hammer I guess. I prefer the hammer to be a powerful artifact and not just a focus for existing abilities. Otherwise, the value of the legendary hammer will suffer without making Thor a better character for it. If Thor is the sole possessor of the hammer it won't, IMHO, make much difference anyway. 




if Mjolnir is exclusively Thor's, then as Oeming wrote in Disassembled, the hammer should be a tool and should be considered as the "focus" object for his innate weather powers.
If others will be able to lift it as per the enchantment, then it should "grant" the powers of Thor and his weather control.
So, Damned if you do and damned if you don't.
