if Mjolnir is exclusively Thor's, then as Oeming wrote in Disassembled, the hammer should be a tool and should be considered as the "focus" object for his innate weather powers.

If others will be able to lift it as per the enchantment, then it should "grant" the powers of Thor and his weather control.
So, Damned if you do and damned if you don't.

Among many things, I have a hard time seeing Thor fly without his hammer. For me it would feel like Superman now teleporting just because. Also, pulling stuff like the "God blast" end up being suspect when the only "god" who ever displayed it ever was Thor. If you remove the need of the hammer to do it, it's even worse since you also remove the only apparent explanation for other "gods" never being capable of showing their "god blast" or rather their "Oeming blast". Of course, that's on top of cheapening the hammer's legacy by reducing it to a lot less than it used to be and that I came to call the uru batarang. Anyway, again, to each their own. It's just that I truly fail to see the point of what many propose.

As I said: Tool/Focus item/Weapon
Flying-tool, God Blast-focus item, Weather-focus item, Combat-Weapon, etc...
Oeming's Disassembled said it best in his fight with Durok: Thor-"I've leaned on the power of Mjolnir too often! A hammer is but a tool! Even Mjolnir! But I am a God! God of Thunder..."
Mjolnir is the most powerful weapon of mythology and in the Marvel Universe, but Thor is God of Thunder regardless of Mjolnir, not because of it.
