            Picture Odin ages ago creating some sort of Force Field surrounding a Dimension to keep Sutur and his Legions contained. However, with Thor he bestowed a full 10% to what Thor already have. Thus, Thor instantly has now the power over time and Space, power over Elements on a Cosmic vast scale and all kinds of Energy Projections, his physical strength and durability increases exponentially, and finally, Mjolnir itself increases its devastating strength (when striking) at least ten-folds. Odin will need this because he will battle Surtur and his Legions; plus, Loki, Amora with Skurge and a legion of Frost Giants and Trolls.

Surtur is a Universal threat, and thus a world won't contain him and his Legions of Demons. Therefore, Odin and the Asgardians must have done something in the distant past to make sure he does not pose a Universal threat. Furthermore, for Odin to have secure such powerful items in his vault that are (again) Universal threats- means that he has to have been HIMSELF very powerful. In fact, the power that resides in Mjolnir to control the Elements and such is that of Odin, so let's not kid ourselves that Thanos is the top dog in the MU, because I don't think he could've ever bring peace to the Universe as Odin had in the past... In addition, what makes Surtur imposing as a Villain is not his power, but his enormous physical presence. He's the oldest Elemental being in the MU, and if done correctly he would make Godzilla look like the Geico in the T.V. commercial.
