To be frank, it is only an in-joke inspired by the comment made by Odin in 'Thor Ragnarok'.
Apart from that, apparently, Donny Cates is recycling the Phoenix, the God Tempest, the King in Black & the Black Winter into a new pantheon of "old gods that time forgot" in the Marvel Universe...
I am not especially thrilled by the perspective but that's what he is doing.
